Primary & Secondary Education in Poor Urban Areas

The Goal of the "Kenya Primary & Secondary Education Programme in Poor Urban Areas of Kenya (KPEP I, II & KPSEP III)" is to contribute to the achievement of "Universal Free Primary & Secondary Education" and the "Education for All" commitments, consistent within the country's Poverty Reduction Strategy of Vision 2030.

The KPSEP is a development initiative between the Government of Kenya and the Federal Republic of Germany under the German-Kenyan Financial Cooperation.

It is implemented through an agreement between the KfW Development Bank as financing agency and the Ministry of Lands, Housing and Urban Development (MoLHUD) and the Counties of Nakuru, Kisumu, Nairobi and Mombasa who are assisted by an International Consultant as implementing agency.

The Programme is conceptualized within the overall framework of the Kenya Education Support Programme (KESSP) and links with the KESSP investment Programmes for School Infrastructure. The Programme concerns rehabilitation, extension and equipment of pre-existing public and non-formal primary and secondary schools in poor urban areas of Kenya, in order to improve their physical infrastructure and the general teaching and learning environment.

The Project design has two distinct but inter-related components, a Technical and a Social Component.

Technical Component

The Technical Component comprises design and execution of infrastructure measures at 28 Primary or Secondary Schools, such as new construction and rehabilitation of approx. 800 Classrooms, 250 Ancillary Rooms, Sport Grounds, Kitchens and Sanitary Facilities (1200 toilets) offering new and improved learning facilities for over 40.000 students.

Social Component

The Social Component being in charge of setting up a Maintenance Concept, the sensitization and training of School Management Committees (SMC), to enhance their involvement in the planning, implementation and operation of their school, as well as teachers training measures in Didactics and Counseling Skills, Sanitation, Child Abuse and HIV/AIDS prevention.

Programme implementation

The Programme implementation commenced in July 2005 and is planned to be finalized in 2018.

Programme Funds

The total Programme Funds underlying the programme appraisals of Phase I, II and III amount to 45 Mio € (approx. 5 Billion KSHS.) whereof 10% is contributed by the Government of Kenya.
